1066 support is just for advertising.
Phenoms need a very specific setting makeup to handle it, and even then, they can only do up to 2 sticks in this mode, which might anger enthusiasts.
To make matters worse, you have a Gigabyte motherboard which have a reputation for bad RAM handling, as far as I'm concerned as of late.
Check if the RAM command method was ganged or unganged. If one didn't work at 1066 MHz, try the other.
Still, Phenoms are most stable when they are using 800 MHz timing, and since your sticks are actually rated for much higher, you could as well set them to 800, make the processor happy, and then overclock the processor by 10-15%, maybe 20, without adjusting any voltages whatsoever (unless you experience instability).
You don't even have to overclock really though, and it's not a problem if you run RAM at 800 MHz even if it's supposed to run faster - the performance delta is almost impossible to notice.
The overclock idea is just what I'd do in this case. I know from my own experiences that Phenoms are pretty happy when they use a multiplier of 4 (800 MHz default) on memory.
if the RAM can't actually do its rated speeds at 1.8 V, then all you need is to adjust voltages and nothing more.
